From January to November last year, psychiatric institutions received more than 11,000 cases of drug abuse or controlled substances, a 50% increase in reported cases compared to the same period of the previous year, and 90% of the reported cases were heroin abuse.
Li Zhiheng, director of the Controlled Drugs Administration of the Department of Health, said that heroin is a highly addictive drug. It may be that the amount of heroin seized has increased. Among the more than 1,500 new AIDS cases last year, about 400 were drug addicts who shared needles. The Taiwan Blood Foundation pointed out that although the blood donation registration form has repeatedly warned drug addicts, venereal disease patients and other high-risk groups not to donate blood, there is no legal basis for it.
