From January to November last year, psychiatric institutions received more than 11,000 cases of drug abuse or controlled substances, a 50% increase in reported cases compared to the same period of the previous year, and 90% of the reported cases were heroin abuse.
Li Zhiheng, director of the Controlled Drugs Administration of the Department of Health, said that heroin is a highly addictive drug. It may be that the amount of heroin seized has increased. The Department of Health asked hospitals to strengthen notifications, resulting in an increase in the number of notifications every year.
Lin Ding, deputy director of the Centers for Disease Control and Prevention, also pointed out that heroin addicts will not carry needles with them as evidence of a crime, nor will they go to pharmacies to buy needles in broad daylight. Among the more than 1,500 new AIDS cases last year, about 400 were drug addicts who shared needles. Because the patients did not care about anything when their drug addiction broke out, the effects of cocktail drug treatment, screening and tracking were not good. , The Centers for Disease Control and Prevention decided to let some drug addicts live in Taipei City Nursing Home for drug rehabilitation, and also to treat AIDS, hoping to reduce the proportion of needle-sharing infections.
In addition, Taiwan Blood Foundation from 2000 to 2004, except for 2003 when there were only 47 people, every other year more than 60 blood donors were found to have HIV in their blood. The blood donated during the window period (about four weeks) cannot be tested for the virus. So far, a total of 15 patients have been infected with AIDS due to blood transfusion.
The Taiwan Blood Foundation pointed out that although the blood donation registration form has repeatedly warned drug addicts, venereal disease patients and other high-risk groups not to donate blood, there is no legal basis for it. The regulations on the prevention and treatment of deficiency syndrome (AIDS) should be handled in accordance with the law, calling on the moral conscience of high-risk groups to raise their heads and not to donate blood to harm others.
